Four levels that should never be blurred.
Every useful work product should make clear what is observed, what VES recommends, what an authorized owner has approved, and what outcome is actually supported.
VES interpretation
An operating recommendation or draft based on the available facts, with assumptions and gaps kept visible.
Owner approval
A decision made by the person or organization responsible for pricing, claims, technical validation, legal terms, or commitments.
Supported outcome
A result that can be represented only when the evidence, context, and permission to publish are all in place.
Decision ownership
The right party keeps the right authority.
VES Operations can coordinate, organize, draft, compare, and check. It does not silently absorb another party’s responsibility.
